Not if the spec is different.
A car that complies fully with for example EU law will be illegal in the US and vice versa.

May have been someone who is in the military and bought a U.S. spec car over there so they could bring it back with them afterwards. My friend is doing that with a U.S. spec Ford Focus shes currently driving all over Italy.
